Of course I'd buy a house as the first thing! That way I could easily stay in Japan for more than 24 hours without it costing me a fortune! Oh, and I'd buy a mall as well, food...you know.
... THEN I'd buy a pony and a samurai-sword and go on adventure.

Since I dont see that, I think I would buy a property in japan, so that I'll be able to return there in the future. ...And if I was allowed a second option, it would definitely be a host club. Hoho~

Kinda depends.
Assuming "money is not an issue" means it's kinda like an all you can eat deal, but with someone else paying for it, then I'd go for the big purchases. En masse, to sell most of them and then stay in japan with all the money I got.
If it just means that I am loaded and just spend my own money, I'd hire many people who buy books for me and go for C83.
