I'm running out of mangas to read so I searched the net, and couldn't find many suitable characters. Anyways, any of these are fine. I'll try to be short. Thank you in advance!
1. I don't care about anything
-apathetic, stoic, cold, frozen frozen cold kind of character.
This can just be cold or emotionless, like Kiri from beauty pop or the girl from stroke material
Not something like watashi ni xx shinasai!, she was a major disappointment.
2. Sadistic!
A sadist! For some reason, I can't find any... at all. And I don't mean just brutal on words or hits people for no reason, but someone that likes to embarrass others WITHOUT damaging their own reputation, geez, there are just no good female sadists out there. Err... Onii-chan Control maybe?
3. Intelligent/ perceptive
Such as the girl from [m]warau kanako same[/m], and I mean not just on studies, it can hardly be considered 'intelligent' if someone is just book smart.
4. Idiotic, funny, but loveable
Mafuyu from Oresama Teacher is just awesome, even though she's like one of those annoying girls who's like 'I wanna be popular' but she's different, she's just not that type of character that one can simply dislike.
5. Badass!
Levi- Black lagoon and Clare- Claymore are just too perfect.
6. Flawless
Really, perfect, there's nothing wrong with them at all... they are perfect in every aspect, don't think I have found one yet...
7. Talented
Kyoko - Skip Beat and Hikari - Special A PA
8. Basically is not swung around by other characters, not jealous easily, do not feel sad easily... don't remember the word to describe it...
9. Manipulative, like from Onii-chan control.
I can go on and on...
Characters that blush every other page, or faints over everyone like that girl from [m]Moe Kare[/m]... I don't like them.
Hm... I like girls a lot... so it's a bonus if the girls are nice looking, either face or body is fine.
Oh yes, Stella from Freezing annoys me, jealous all the time...
Thank you for reading the long post, and I would appreciate it a lot if you could give me a couple of recommendations!

For girl one or girl eight, maybe MCs from Hirunaka no Ryuusei, Tonari no Kaibutsu-kun and Sukitte Ii na yo.
Girl two is really hard to find... You can try Saruyama! ??!!!!! Idk... orz
Girl three, maybe Akuma to Love Song and Mars?!
Girl four, MC from Kingyo Sou?! She's lovely and cute... To tell the true, I just want to recommend Kingyo Sou, so... And Guruguru Meguru... And Ookami Shoujo to Kuro Ouji... And Lovely Complex.
Dengeki Daisy, Koko ni Iru yo!, Beast Master, Koukou Debut, Otokomae! Beads Club, Kimi ga Uso wo Tsuita, Sugar☆Family, Himitsu no Ai-Chan, Torikagosou no Kyou mo Nemutai Juunintachi, Otomen, Again!!, Olimpos, 7Seeds, Gozen 3-ji no Muhouchitai, Kuragehime, Principal, Yanki-kun to Megane-chan, Watashi no... Megane-kun... Some have strong female lead and others are not-the-blushing type.

Ah! My Goddess Belldandy is perfect. She physically can't not be perfect.

Appleseed has the most badass female ever
Beck depends on what you consider a main protagonist. Maho is very very deep in number 8 on your list.
Sundome good for sadistic girl.
Arigatou 1, 3, and 8. also 5. all one character.

3. Shirayuki from Akagami no Shirayukihime fits the smart part of this request, not entirely sure if you can label her as "perceptive" though, but she's certainly not dense. Also, Gisèle from Gisèle Alain, more book smart, again, but really eager to learn how to be street smart. Finally, Shuurei from Saiunkoku Monogatari is basically this, though she also works intensely hard to get where she is.
4. Inari from Inari, Konkon, Koi Iroha. She's seriously adorable. Also, basically every female character in Watashi no Ookami-san and its sequel Dear. More emphasis on the lovable part than the idiotic, but all of them are pretty silly in their own ways.
5. Shaenando from Dark Air. And basically every single female character in Gunslinger Girl.
6. Yvienne from Ciel fits fairly well, I think, and her seeming perfection is even remarked on by the rest of the cast.
Also, Aqua and its sequel Aria has some fantastic female leads that I don't know which category to put under. The same can be said for the lead female in Otoyomegatari (though I wouldn't hesitate to put her under "badass" if need be).

3. Intelligent or perceptive: Annarasumanara, Last Game (intelligent but not too perceptive), Fruit Basket (emotionally perceptive, not very smart though), Kimi ga Uso o Tsuita

7.Glass Mask, Nodame Cantabile, Swan (I think, there aren't many chapetrs out, though) and maybe Full Moon wo Sagashite
I haven't read any of the manga from nr. 7 myself, but from the summaries and what I've heard about them, they seem to fit 
also, umm, in which way is Hikaru from Special A? 'cause I've started the manga twice, but I never finished it because I found the heroine (Hikari) to be too annoying and dense. And I didn't notice that she was talented in anything in particular, except for her always getting 2nd place in tests. So please enlighten me, maybe I'll re-start the manga once again

For five, you might like Ryoko (and some of her friends/companions) from Real Bout High School. Most of the characters in this series (and there are lots of females) are badass.
