This is 100% exactly what you are looking for, OP. I could not second this recommendation strongly enough.

He gave One Piece as an example. Luffy is getting stronger, but for the first half, at least, we knew about characters that were waaaaay stronger than Luffy, but weren't his immediate enemy. Basically, I'm calling you objectively incorrect.

Claymore fits, the main character is constantly never the strongest, she was ranked the lowest out of all the warriors and theres always going to be someone stronger than her even if she becomes the strongest she can be.

Others that don't entirely fit:
Shin Angyo Onshi he has a condition limiting him from being the strongest. The second main/sidekick character is stronger than him, but otherwise it mainly comes under badass villain to be honest.

Apocalypse no Toride has a main character thats ridiculously weak in both spirit and power in comparison to his 3 inmate companions.

:reversal has a main character thats relatively weak and doesn't like fighting, only strong in her reasoning and sense of justice...but her strong will loses to everyone who just kills everything in sight....

Then recommend one yourself smarty-pants. OP already said he likes some of the recommendations.

How is my recommendation off?
Spoiler (mouse over to view)
Hiko Seijurou is by far the most powerful character in the story and he is not the main character. The story doesn't even follow the weak to strong theme since Kenshin is already crazy powerful to start with.

I'm more than sure that my recommnendation fulfilled all the criteria.

@silencecomes: I suggest you reread the OP again.

The first that came to my mind is Fullmetal Alchemist, and I'm not even 100% sure. I'll update this post as soon as I remember more titles.

EDIT: now that I think about it, FMA doesn't count because of Father.

Honestly, the Weak to Strong tag would help him find what he is looking for.
Why I suggested a tag? Because I didn't have anything to recommend and the Weak to Strong tag will list several things he is looking for.

lolol +1

you don't want weak to strong, almost all shounen manga wont fit then..
what about Pluto ? though it is more on the thriller side, some actions are packed in there.

Eden no Ori, the strongest and the most reliable person is not yet known whether he is friend or foe. (at least by the point I last read it)

Eyeshield 21. MC is neither the strongest, the most cunning and the most attractive.

seconding Claymore, it's such a masterpiece that by any chance it doesn't fit what you're looking for, you should probably read it anyway.

Actually, your recommendation is one of the most off out of everyone so far, because we are given the impression that the main character is the strongest thing ever up until we actually *meet* Seijurou, which is waaaay late in the series. It's obvious that the OP wants something where it's obvious from the beginning that the the MC isn't the most amazing thing for miles. Sometimes that intentionally involves the weak to strong element, other times it's just "Wow, the world is a big place" being a common story element. That... isn't common in Kenshin.

That's just ridiculous. Hiko Seijurou is introduced in the 83rd chapter, out of a manga that ran for 255 chapters. That's not "waaaaaay late in the series" by any standard at all. Even the author said that he couldn't include Seijurou too much in the story because he is way over powered.

Also, Saitou Hajime dispelled the illusion that Kenshin is by far the strongest thing when we find out that every time they clashed it always ended up in a draw. That was introduced very early in the story (about chapter 48 I think, though not sure).

The OP never mentioned a timeline in which the most powerful character to be introduced. Take one of the OP's examples One Piece, the strongest characters (as stated by the OP) were introduced much later on in the story than in my example.

Kind of funny that you'd call my recommendation the most off out of everyone so far for reasons that aren't actually true, when it fits so perfectly to the criteria.

Just to add to this, 07-Ghost is josei. Thus, it's no where near a shounen and a seinen combined. A lot of joseis, out of Zero-Sum, feature a lot of guys in complex story scenarios. smile And, some of these guys may be more powerful than the main main character.

Thank you for clearing that up, I wasn't really in the mood to write long explanations last night so apologies for the ambiguity.

let me get this straight..
- looking for manga with main character who is not the strongest throughout the story
- main character getting stronger is ok, but not if he become the strongest in the end or getting stronger suddenly in the middle of the fight....
- got action and/or fantasy
Kekkaishi fit i guess..
in the begining i would say tokine is more powerful then him... and after that his brother.... and in the end his mom
Mx0 all of the other character is strongger then him.. soo need no more explanation i guess
Mahou Sensei Negima! i'm not sure who is the strongest

i would also like to suggest my signature

No prob. ^^;

I've seen people mistook josei manga as some other kind of genre in the past. (Incredibly, even when they're on the series info page, they still get some of them wrong. Boggles me, but whatever...) ^__^ We definitely don't want people to mistake 07-Ghost as shounen. Hehe...

hello everyone, sry for not replying immediately... been kinda busy.

Suggestions that I've already read and fits my request
-Kekkaishi ( his mom was pretty kick ass)
-Claymore ( though the strongest number 1 claymore is presumably dead>)
-Rurouni Kenshin ( i guess it fits, but the Main Character pretty much kicks everyone's ass lol)

Suggestion im reading/to-be-read
-Witch hunter ( holy shit how did i miss this awesome manga)
-Shin Angyo Onshi

i guess i was too vague since there are some arguments in the comments ( im sryyy...)
- i don't need MC to be weak, just that there is a person (who isnt his enemy) who is always being regarded as number one/strongest. Like Usain bolt in sprinting ^^

once again, thx alot guys

Understandable, I think it is because people expect action manga to be aimed at boys, and 07 Ghost isn't as gritty as seinen. Heaven forbid us girls actually like fight scenes, lol.

Of course not, 07 Ghost is way too good to be written off as your generic shounen. Nothing against them, but for the most part they follow the same pattern, where as 07 Ghost is a completely new one altogether.
