I was about to recommend you a story from The Decameron about a stableman and a queen, but it's kind of squick (like most of the stories in that book).

Interesting topic, but I got nothing. Closest I can think of is Dance in the Vampire Bund, but the guy is a soldier and the son of a captain under her command. All that I can think of are an "evil" Queen falling in love with a hero or a commoner who becomes a hero. If you don't mind those then there's Superior and The Legend of Maian. Will follow this thread though.

the closest I can think of is The beautiful curse but it's fairy x commoner and only a oneshot *sniff*
I would have thought there are thousands of manga with that theme, but I coudn't find any one my list.
