Well i'm not sure about your situation, but there are self extracting archives... (but they usually are .exe now that I think about it)
Anyway where did you download it from?
And this story reminds me of the first time i needed to download a bittorent client... they gave me a torrent to do it...

the first one i got from mininova
i dled a different one from download.com
(it was funny because right before i opened the folder i was thinking, "it'd be funny if the file itself were rarred"--and so it was)
but thanks anyways =]

I actually had the same situation after one of those "format C:\" moments. Wasn't funny for me, they didn't even manage to put it in a self-extracting file. And I needed WinRAR really badly. I mean really.
My wrists which I almost slit do not think that it was a laughing matter, but simply to please the lady:
