The Japanese wikipedia page for Sugi Shippo lists "Usotsuki wa, koi no hajimari" as a one-shot. Therefore, it will not have an entry on this site unless it's scanlated. (This is the MU policy; unscanlated one-shots do not get entered into the database.) I doubt that you will be able to find any info about the one-shot in English and there is little enough on the internet about it in Japanese; it has likely not been published in any form outside of the magazine and the mangaka herself does not seem to be very well known. (These reasons also make it unlikely that it will ever be scanlated, unless she gains popularity and more of her past works are released in tankobon format. There are likely no raws of this one-shot online.) Therefore you'll just end up finding information about other things with the same title.

If you are really dying to know more you can try looking through any Japanese sites with information about it by using Google with the Japanese title ウソつきは、恋 のはじまり along with the author's name, 杉しっぽ, and running what results through a translation engine. Imperfect but better than nothing.
