I never really got the whole figute collecting thing, but who am i to critise?
I am not sure how how differant ebay.de and ebay.com is. But on ebay.de there are a lot of comic stores and powersellers who offer up a lot of stuff. And since you live in tijuana it shouldn't be that expensive. I hope.

Not sure if you're after an actual physical shop or a website.
If you're after a website, then Hobby Link Japan (http://www.hlj.com) is meant to be pretty good for this sort of stuff, although I dunno if they've got the exact one you want. Might be worth a look though.

i don't think you've got a lot of options if you're wanting to import from Japan to somewhere outside of Asia really.. Hobby Link is the only one I know of for mass produced figures.. there's also e2046 if you want more limited (read expensive) figures.. Most you need to assemble/paint yourself. But they have a nice "Gathering" line which is all done for you and is supposedly 99% accurate to the original mold (yay for my Haruhi bunny I've got pre-ordered)
If you want places to read about the latest figures, I personally endorse ikimashou.net and RIUVA's blogs.
