What is the best way to translate a dialect or accent of the original language that is not the norm (e.g., Kansai-ben)?
Different country's English accent (e.g., Irish or Australian)
Different American regional accent (e.g., Southern)

I believe that's Kei Hazuki from Tokimeki Memorial: Girls Side, a game for the DS.
