Also, a lot of 4-koma series I've seen tend to have shorter chapters as well, so you could do a search on those.

Are you restricting your request to series with some sort of ongoing plot, or are collections of oneshots acceptable? I'm assuming the latter for now... Anyways, some of these may have a few longer chapters thrown in, but they generally fit the topic:
Continuous stories (or continuous characters, at least):
Fantasy World Jun (6-16 pages per chapter)
Today In Class 5-2
Marvelous Melmo - aimed at very young children, not a particularly interesting series for adults
Several series by Hayao Miyazaki have chapters of 4-6 pages, including:
People of the Desert
Otto Carius: Tigers in the Mud
Porco Rosso - The Age of the Flying Boat
The Return of Hans - not listed on this site, but available in English
Collections of oneshots:
Hanashippanashi
Ranman
Shiroi Kumo - About half the chapters fit, including the only chapters with recurring characters.

Its has a short chapters I think its about 13 - 16 pgs - Fujimura-kun Meitsu
same plot short almost identical in fact D-Frag!
I also suggest Minamoto-kun Monogatari and The Voynich Hotel

if you dont mind street/mountain racing then try Initial D averages 10-15 pages per chapter, some of the later chapters even go as low as 7-8 pages...
