How much does it take for you to decide to read a manga?
Is it as little as a genre you like ,or and you check it out. Or the whole nine yards where you look at the description, title, artwork, ratings, length (chapters/volumes), author, genre, tags, status ( completed, or updated often), comments, recommendation, etc. Or somewhere in the middle.
For me it depends. Most of the time if I see a tag I like I'll give it a try. Ex. if I see age gap or student teacher relationship I'll read it. Other times if the cover art isn't appealing I'll look at the description, and rating. Oh sometimes if I like an author I'll read all other works from said author just because he/she made it. I guess the smallest amount it would be to it being a romance and completed for me to read it. I think the only time I check out the ratings, comments, and almost everything else I listed above is if the manga is long. I wouldn't want to waste so much of my time on something that has a bad ending, or to many fillers.
Opposite of this thread would be What turns you off... about a manga.
I tried seeing if there was a thread about this or similar, but I failed to find one ... so I hope there was none.

I check the genres first.
Then categories.
Read the description.
Go to some online reader site and read the ending to decide whether it is happy/sad/open ended.
Then decide to read .

First, my release list is filtered with my favorite genres or better to say, it filters out the no go genres. Next step is checking plot summary and rating. Average must be at least 7,0+
Then I check out scans for the drawing style.
When all these steps are successfull, I put the manga on my wish or reading list. Reading list for complete scanlated or licensed (in my country) series, whish list for ongoing/unlicensed series.

1. Check the image (either in MU or online reader)
2. if its to my liking, read chapter 1, then decide whether I will continue to read the series or not.
3. if not, check the summary or general opinion, then repeat number 1

Since I find most of my manga through categories, it would probably be
1) Category that I felt like reading at the time
2) Rating (and the distribution of individual ratings)
3) Cover Art / Description
4) If the rating is high but the cover not appealing, I'd go to the comments. If it has awesome reviews, I would try it even if the cover art looks bad.

Genre and cover art first. If I know the simple elements just by the cover (business man, mahou shoujo etc) I start reading it... If not, I read some categories (the big ones). I never read the description or comments below, I like to go knowing just a little about the manga and be surprised by its content.

A few pages into the oneshot or first chapter. If I like the art, dialogue, expressions on the character, or backstory, I'll read it.

Like most of the people i take a look at the Cover and Description first. Ratings are also somewhat important, but only if i'm not sure to pick up the series right away or make a bookmark to read it later. Art and story don't have to be extremely promising to make me read the manga, but it should at least be drawn halfway decent. If the story is good i'd probably also read it even when the art is kinda bad.

1. Check categories (male lead falling in love first or shoujo with male lead gets priority)
2. Check genres (ecchi & harem is mostly no-no)
3. Check description
4. Check artstyle (I tend to stay away from drawings of girls with overly big boobs and panty scene every other page)
5. Check if it's licensed in English or scanlated

1.ratings, if its below 8 on the scale I usually won't read it
2.art, as an artist, I hold art in many a to pretty high regard. If it sucks or not to my liking, I usually won't read it. There are exceptions however.
3.description
4.reviews, if its generally negative, I won't go for it
5. Genres maybe
6. Rest don't bother unless its by one of my favorite authors

Well, it depends. Depends on my mood, depends on my laziness, depends on a lot of other stuff.
I generally look at the cover first. If it's bad, than 90% of the time it's no deal. At the same time I glance at the description. Then I check (if I'm not sure) whether it's a manga, manhwa, or manhua. Manhwa turns me off most the times, while manhua... I look whether it has raws, and whether it's Traditional or Simplified, I look at who the authors are. Sometimes I just go and read, other times I take my time to check on the released chapters and status in country of origin. Would probably also check for genres, just a quick glance though. Tags... rarely. Authors and artists? I find that out AFTER I start reading.

First I look through tags and genre, then I check its status and update frequency before bothering to read the description because I've had my hopes up too many times for a series on hiatus or abruptly dropped from scanlation two years ago. After that I usually open up the first chapter and look through it to see if the art looks good.
Afterwards I usually give the manga one volume to get me interested. If I'm not into it by then, then I just shelve it and look for something else. I'm insanely picky so most manga don't get past this stage. There are a few exceptions for certain tropes I like (I'll read any old bullshit with reincarnation or time travel for example).
