EDIT: guys, I've found it. I was looking through some shoujos by Hazuki Kanae, and I thought, "wait.. is it this author??" So, I looked through her works and bingo! It was a compilation of oneshots so it was a bit difficult to find haha. plus, I got some of the info that I listed below wrong ahaha..

idk if it's really smut or anything but here's what I remember:

• a girl lives in an apartment and she can see into a room of the apartment building opposite of hers
• she sees a guy masturbating and idk gets intrigued
• the dude turns out to be a pizza guy who starts to deliver to her often
• they become friends (because she forced him to help out with a video game when they first meet)
• romance blooms

and that's about it.

I tried looking on my own; including/excluding genres, inputing tags, etc. I just can't seem to find it? I might've missed it while looking through the lists though...
