What is the best way to translate a dialect or accent of the original language that is not the norm (e.g., Kansai-ben)?
Different country's English accent (e.g., Irish or Australian)

Hello smile I was just wondering if any of you could tell me who is the girl in the picture: here. I know it's blurred but that's why I need to know.

I just know that it's a girl from an anime; I'm starting to think that it's from the Monogatari Series but I've no idea -_- so if you can help me, that would be great ^^ Thank you so much!!
