What is the best way to translate a dialect or accent of the original language that is not the norm (e.g., Kansai-ben)?

Hi! I finally signed up. I've been using the site for several weeks now but I only got around to signing up today. Yay for me!
I'm Marian, 24 years of age and I'mfrom the Philippines. I've been watching anime since I was in elementary school but I've only been reading mangas for a month. I came across this site while looking up some manga and I must say, it really is wonderfully complete. I'm a picky reader and I only read romance mangas. I also prefer mangas with great art.
This isn't my first time in a forum but still, I hope you guys can help me along the way. eyes
