I prefer the light novels and anime, but you may want to give Baccano! (Novel) a try. It takes place in multiple time periods around America.
The Pale Horse is a manhwa set in France.
Shingeki no Kyojin is in a Europe inspired setting.
Ikoku Meiro no Croisée is in France.

I'll also second Shoukoku no Altair and Otoyomegatari.

Baccano - LNs, manga and anime; most take place in USA during the prohibition era

Ten no Hate Made - takes place in 18th century Poland (I think the author made more series about various historical figures of the era)

Musiker - about the german composer Robert Shuman (probably most of the content is made up anyway)

Steel Ball Run takes place in the wild west. The entire Jojo series takes place all over, really.

Heey, it's been a while and I'm here to say I have finish reading all the mangas suggested here o3o I wanted to make a new request and was wondering if I should make a new topic. But then again, it's somewhat similar to this topic so this will be like a BUMP I guess. So anyway, while reading all the suggested mangas, I somehow become more interested in Egypt ;D please suggest mangas that are related to Egypt ^^ Thaaaanks!! ;DDD

Pharaoh no Haka, though it's not completely scanlated

Regarding your original request, Home starts out in Spain before moving to Japan.

Fushigi na Shounen episodic, main character goes all over the place, not especially focused on the culture though
Fashion Fade bit weird and very quickly paced. Old.
Umi no Kishidan this.
Black Joke this is set in Asia (Japan) but it had more of a Las Vagas kind of atmosphere
Idea no Hana Fantasy, middle eastern
Alpine Rose Europe
Gisèle Alain Europe
Crystal Dragon Historical Fantasy set in Ireland and travels
Alfheim no Kishi Fantasy, european ambience
Tenma no Ketsuzoku fantasy-ish, but this has a lot of different cultures within it
Red (KOBAYASHI Hiromi) America
First Girl * South America
Franken Fran ...I don't know, is this set in Japan? It might be but it doesn't have that feel..
Saver fantasy, European ambience
Savage Garden
Antique Romance *
[m]Bambino[/m] is set in Japan but, you know, it's about Italian cooking so...
Pansy somewhere in Africa/Europe? I don't really know
Yakitate!! Japan I know it has Japan in the title but there's a massive arc where they go out of Japan
From Far Away fantasy, but with a more european than asian ambience.

* these are really quite shoujo/josei
