I prefer the light novels and anime, but you may want to give Baccano! (Novel) a try. It takes place in multiple time periods around America.
The Pale Horse is a manhwa set in France.
Shingeki no Kyojin is in a Europe inspired setting.
Ikoku Meiro no Croisée is in France.


I'll also second Shoukoku no Altair and Otoyomegatari.

D. gray man is set in England, and all the main characters are from all over the world -fav manga ever by the way
