What is the best way to translate a dialect or accent of the original language that is not the norm (e.g., Kansai-ben)?
Different country's English accent (e.g., Irish or Australian)
Different American regional accent (e.g., Southern)
Have the character use different slang (e.g., 'pops' instead of 'dad')

I don't think this is from a manga. It might be a stand alone picture.

I believe the artist behind it is Osaka Nozomi though.

The image itself isn't available from the source any longer, but the artist still has their pixiv account. It isn't necessarily from anything. If you see an anime-esque image you want the source of, your best bet is using Saucenao or IQDB.
