When i say plain, i mean plain according to the manga ;
No one in the manga usually thinks of her as beautiful/cute/pretty and/or the manga actually states she's plain-looking
manga needs romance/romantic subplot
female lead must NOT be whiny/ annoying/ girlygirl/ crybaby/ melodramatic / painfully shy
guys usually don't go for her
one shots are okay
no stepsibling love/incest plz
no large age gaps; love interest must be around the same age
she must not be obsessed with finding a boyfriend
no yaoi/yuri/shoujo ai/shonen ai

lol several of Nakahara Aya's have this kind of lead, including her "masterpiece", Lovely Complex. So far I've read 4-5 of her mangas and in only one do the surroundings characters think the female lead is actually attractive.

Had you read Koukou Debut?
I think it fits, plus it's pretty funny.
It says it's not completely scanlated, but I tough i read the end already, no idea what's the deal with that.

I totally second Ashita No Ousama. Oh, and don't let the art deter you from reading it. I did and I definitely regret I didn't pick it up sooner. One of my favorite stories.
