What is the best way to translate a dialect or accent of the original language that is not the norm (e.g., Kansai-ben)?
Different country's English accent (e.g., Irish or Australian)
Different American regional accent (e.g., Southern)

I forgot the name of this one. Would be appreciated if anyone could tell me.

It's a seinen about a pair of guys who go around Japan on a killing spree, and at the same moment, a giant monster bear thing is also attacking Japan.

One of the guys is a bomb maker, while the other is insane, and at one point in the manga wears a coat with a teddy bear tucked into it at the front.
