As said in the topic, looking for a romance manga, (if there is,but I doubt it anime), with a serious storyline plot and with a long haired guy as the main character, not just one of the main characters that get into the scene a lot,but the actual protagonist. By long hair I mean the real deal, chest length, like girls usually wear theirs, not just shoulder length. Preferably no overly flashy design as for shoujo/josei, since I'm a guy.

A good bet, I think, would be older manga with demon main character males.
Seimaden and Kanata Kara both might fit your requirements, though the female leads are more predominant and even as a girl I found the drama and romance to be more than just a bit ridiculous.
Itsuwaribito Utsuho had a male supporting character with long hair before he cut it, though he's the supporting character and doesn't show up too often and there's little, if any, romance.
Fullmetal Alchemist's Edward Elric is the main character and has longer hair that he usually wears in a braid. Little romance, but fantastic plot with two anime versions.
Heart no Kuni no Alice has a character or two or three with long hair, reverse harem so equally distributed supporting roles.
Tsuki no Shippo, long hair male lead.
Adarushan no Hanayome, perhaps.
Alive longish hair, no romance though.
Crookclock is a good match.
Game x Rush, not super long hair, more shoulder length.
Hana ni Arashi, longish hair
Hanatsukihime
Ten no Ryuu Chi no Sakura will be perfect, I think.

That's about all I can think of, hope they help. ^^

Yes yes, long hair rules! I don't know about chest length, but if you don't mind waist to floor length, here's a list:

Koori no Mamono no Monogatari - before he cut his hair, and whenever he transforms
Yume no Shizuku, Ougon no Torikago
Sleeping Prince
Ten no Ryuu Chi no Sakura
Adele to Darius
Apothecarius Argentum
Cantarella
Diamond Head
Eru (TAKAHASHI Miyuki)
Kazekaze no Hito
Kyuuketsu Yuugi
Pairon
Seimaden
Tao Tie Jie
Cang Tian Zhi Qi
Wedding
Crystal Dragon
Alfheim no Kishi
Evyione
Id
Koukyuu Days - Shichi Kuni Monogatari
Saiunkoku Monogatari
Yasha Onisouden
Shui Shen Qi Hui Juan
Xia Ke Xing
Innocent Game

Ones that aren't romance or as a minor plot:
Shura no Toki
Olimpos

There's a few of them in there that my memory's very, very blurry... But most of them should fit. There's more, I'll look if I have time and still remember. My lists are all over the place so... >-< That's all for now.

I'd look for historical and fantasy mangas, they tend to have more long hair guys than others.

EDIT: Ahh overlooked the serious plot part... well, most of them should fit anyways. I edited out the overly sparkly shoujo ones.

Meteor Methuselah, main guy has long hair; does have serious plot, yet also has humor. idk how much romance is in it, since I haven't read it all yet, but maybe this fits. ^^

I've read it, and I there's quite a bit of romance and it plays a significant role in the story. There's also a lot of action, intrigue, and other elements though, so I'm not sure if it's what they're looking for.

Ahaha sorry for the BL. But just for clarification sake, it's only shounen-ai and not yaoi. Won't take you beyond kissing. And they're really good. Yaoi... tends to be pretty brainless based on experience, but shounen-ai is cute and adorable. Makes your heart squeeze.

A few more:
Noel - in his old guy form lol
Kutsunashihime
Unjou Roukaku Kidan
Sword Art Online - the GGO arc, think it's gonna turn into anime later this year too
[m]Black Blood Brothers[/m]
Blood+
Bronze - beware of intense shounen-ai, but it's still really good, one of my favs
Hikaru no Go - Sai, he's... one of the mains?
Hellsing
Hakuouki
Le Chevalier d'Éon
Koisuru Boukun - em... anime rated yaoi, just ignore this one since it's so-so anyways
Inuyasha
Level E
Monochrome Factor
[m]Nightwalker: The Midnight Detective[/m] - not the manga Night Walker
Princess Princess - "fake" shounen-ai, and one of the mains
Shounen Onmyouji
Tales of the Abyss
[m]The Third: Aoi Hitomi no Shoujo[/m] - supposedly has a manga, can't find
Trinity Blood
Weiss Kreuz
[m]Witch Hunter Robin[/m]

Again, some with more and others with less romance. A few with none... but at 2 past midnight and I'm too lazy to care, sorry. Pretty much all except for top few are animes though, some might not even have a manga. Took a look at my anime list as per your request. Yes, there are anime with long hair lol.

Well it's not like I'm against bl, but usually in these the guy with long hair is really old in comparison to the second guy, usually coming like a protector and then evolving into love, I'm not really into that concept, so I stick to both lovers being ~nearly the same age. And since I'm still young myself, 2 grown up men do not look attractive to me (not yet at least bigrazz ).

EDIT: By the way, yesterday i finished reading Horimiya, which was the first suggest, and it was great.

I originally thought so too, after all, my impression is that long hair males give off a more mature feeling. But seems like we both have to take that back lol. It's just impression, one that culture gap solves. Basically, historical manga, where just about everyone has long hair.

Anyways, found this really awesome manga, Hi Izuru Tokoro no Tenshi. Again, shounen-ai, but it's special case. It isn't too focused on romance, despite playing a large role. And definitely not your traditional girly sparkly starry shiney etc. shoujo art style. Anyways, see if you like it. Have to warn you though... the ending isn't all too satisfying, due to two stubborn fools.

I always say W Juliet. It's a wig, but he's the male main character and rarely takes it off. There is a main female character, but he's really the person that gets the plot rolling. Gender bender. Very funny, I find. Great art, not hentai, sweet, casual, yet serious. He's got a pretty bad family problem (taking over dojo, not wanting to, etc etc), but it's gotten fairly serious...
