I prefer reading shonen manga to shojo because I find it funnier but something that always drives me insane is that the romantic storyline is never pursued, only suggested... I know that it defeats the point and I might as well read shojo, but I was hoping someone could suggest a shonen
manga that fits this description... To give an example iv been reading beelzebub and Aoi's feelings are hopelessly obvious but im pretty sure Oga's not going to wise up... Any manga's out there where something will actually happen amongst the fighting?

shounen does not equal fighting... is this part of your request or just a misconception?
Horimiya would be a non-fighting shounen where stuff happens
Karin is also fine, older though
And would you read seinen too? because we currently have something like the golden age of innocent romance seinen

Maybe check Major. The romance is a sub-plot and rather rare at times but it's there. It develops extremely slowly but... after 78 volumes (lol)...
Spoiler (mouse over to view)
they end up married with kids. The cover on mangaupdates illustrates it so I guess it's a minor spoiler.

There are actually a lot of shounen romances. Do you prefer action, or are you fine with slice-of-life stuff too?
Well, here's some action shounen with romance:
Akame ga Kill!
Hekikai no AiON
Sengoku Youko
Sousei no Onmyouji
Superior and its sequel Superior Cross
Zeroin

Magico (IWAMOTO Naoki)
Rave Master
Kubera though it's taking forever.. but the author specifically stated in her blog that romance is the core of the story.
Noragami
these are all action/adventure ^^

sure.
Bonnouji if you want a fluffy seinen romance this is the one to go, no doubt
Hajiotsu.
Iris Zero
Hadi Girl
Itoshi no Karin
Melo Holic
Kamisama ga Uso o Tsuku.
Miman Renai
Boku to Watashi no Henai Jijou
Bocchi na Bokura no Renai Jijou
Senakagurashi
Tetsugaku Letra no direct romance yet
Tsuru Tsuru to Zara Zara no Aida
all the above mentioned stuff is pretty much fluffy (for the most part) romance without the ridiculous shoujo drama elements, and if there is drama, it's on another level.
for fighting stuff:
Hoshi no Samidare
Kekkon Yubiwa Monogatari

Shounen:
Countrouble - It's light-hearted
Tasogare Otome x Amnesia - It's a bit dark and can become serious
The Breaker and it's sequel - It's action manga and romance is a subplot.. but it's DEFINITELY there!
Magika no Kenshi to Shoukan Maou
Akarui Sekai Keikaku - A Love or Die situation
I DEFINITELY second Horimiya!! It's a must!!!
Seinen:
Orange (TAKANO Ichigo) - A bit serious.. The characters and their romantic development are cute xD
