I recently finished Barajou no Kiss and liked how it had action, the girl was involved, and especially how the girl could still be the one getting hurt instead of always the guy(s). The only thing i would say i didnt like was that the romance was a bit washed out due to the reverse-harem.

It also doesnt have to be labelled an action genre, even the cliche shoujo intense bullying could fit the bill. Though I should mention i dont really like intense relationship cliches (ie love polygons, the "doubt" phase, the "i dont deserve him" phase, etc)

Other series that i liked that are similar are:
Dengeki Daisy
1/2 Prince (though this one lacks the romantic focus)
Akagami no Shirayukihime (not a lot of action, but enough to cause trouble every now and then, plus its a super cute romance void of any cliche)
Tokyo Crazy Paradise
Double Arts (so sad this was cancelled T.T)
Kaichou wa Maid-sama

Maybe Immortal Rain could fit.

I can't name them right now, but if you're interested, I could try coming up with some seinen or even shounen titles which might fit your request.

Her Majesty's Dog.

Yamato Nadeshiko Shichihenge (episodic and incomplete but funny).

Gokusen - Josei, and not really a lot of romance, but the heroine is awesome and it's hilarious.

Guru Guru Pon-chan - Unique.

Crazy Girl Shin Bia. I found this one incredibly awful but it has a decent rating on this site, so...

Fushigi Yuugi: Genbu Kaiden - I haven't read it, but it has a good rating and the strong female lead tag. It is harem but, judging by what I know of Yuu Watase's writing, the romance will be much better established than in Barajou no Kiss.

Full Metal Panic! and its spinoffs are shounen, but they have a good female lead and a romantic subplot.
