I love shoujo! (and hate it too):
-Flowers of Evil (manhwa and the only one I like)
-Skip Beat!
-Koi Dano Ai Dano ->READ IT!
-Psychic Detective Yakumo ->READ IT! (as well)
-Full Moon wo Sagashite
-Kodomo no Omocha

I think the best shoujo manga i read was Full Moon by Arina Tanemura,
It's so heartbreaking and bittersweet.

My absolute favorite? Dengeki Daisy. I really liked Sora log though.

There's way too many shoujo for me to just pick one, but my current obsession this year would definitely be Ikuemi Ryo's Principal. It's been a long, long while since I've actually gone out to a local Sanseido just to buy the recent monthly mag issue of Cookie because I couldn't wait to see what happens next.

I've seen and absolutely loved:
- Karakuri Odette - really amazing in so many ways. One of very few romances that managed to captivate me
- Kieli - short, too short 
- Ghost Hunt (watched anime adaptation) - didn't feel like shoujo, but I liked it a lot
- Natsume Yuujinchou (watched anime adaptation) - quite unexpectedly one of my favorite shows now
I've also seen and absolutely hated:
- Kaichou wa Maid-sama - one of the most hideous things I've ever seen. Awful
- Houou Gakuen Misoragumi - this was so bad that I don't even want to talk about why I hated it
- Kimi ni Todoke - I'd rather commit suicide than read/watch it
Meh:
- Saiunkoku Monogatari - tried watching the anime version but it wasn't captivating in the slightest
- Vampire to Shinigami - just meh
I know my tastes are somewhat uncommon (and sorry for including ones I hated), and as such I would be truly thankful for any and all recommendations ^^

Lovely Everywhere and Hiyokoi - similar concept, differently done. Both are infectious, for lack of a better term.

Sarashi Asobi
Beast Master
Ai Hime - Ai to Himegoto , and Sora Log kinda tie. Its the art and peaceful romance that get to me.
Hakuji
I also love Kaichou Wa Maid-Sama and Oresama Teacher, but there are times they seem like the best manga's ever, and other times I'm bored silly by them.

The best shojo for me should have amazing female lead, good story line, character development & slow romance so my personal favorite would be 1.) SKIP BEAT! -- I just love the lead Kyoko (QUIRKIEST female character ever!)
Other Good Shoujo titles:
2.) Basara - Most Epic manga of all time.
3.) Dengeki Daisy - Another funny female lead
4.) Tokyo Crazy Paradise - Badass female character
