Hm, if modern settings like that are okay, maybe H2O? The end is really sweet.

Maybe Cat street. This is more of a stretch, but it's a really good story apart from that.

If you think Ciel and Evyione are too tragic, then yeah, definitely pass on Kubera. xD The art gets a lot better, but it gets pretty dark. The only reason I mentioned it is because Yuta is Unbearably sweet. As in, maybe one of the sweetest characters in all the series I've read. xD

He looks super cute but he's older than he looks, and he's always trying to make himself look good to his crush, the protagonist:
- stuffing himself with vegetables even though he's a carnivore.
- pretending to be weak because Leez like to be the dominant one.
- blushing, staring at her, cheering her up and trying to protect her, even though worried that she'd find out the truth about him. He can't talk, so he write everything down, and that's really cute too.
- sneaked into her bedroom because it was cold and he wanted to make sure she was well-covered. Then got told off by another member of the group for illegal behavior. xD
- he's even often synchronized with her in terms of facial expressions so it's practically couple face. xD

He's just incredibly pure and sweet, especially when considering that he's actually something of a chaotic demi-demon/god.

But then he turned into a Yandere. Long story. (ಥ⌣ಥ)

You're right saying that Chrno Crusade mostly focuses on action, even though the romance is there, especially later.
As for Tasogare Otome X Amnesia, she might playfully tease the main character, but she always means well as far as I remember.

If you are ok with yaoi:
Choroize! Jigoku, oneshot in Teirui Makura
Koori no Mamono no Monogatari (shounen-ai) - he is good to the protagonist, but was a real demon in the past.

I tried out H20, read it all the way to the end. I'm not sure which one you suggest as the sweetie, but I like Hong Soo. The other two were kinda mean (especially Taek Gang ><). Hong Soo was really sweet though. Cat Street I'm having mixed feelings over...I like the plot so far, but the storytelling is bugging me a bit...I'm gonna go read some spoilers now to see if I'll continue it. ^^;

@Gale1:
I love Beast Master! I couldn't decide if it fit as an example for this request...I feel like the comical aspect was a bit distracting to the romance, so it's not quite what I want in this regard. I do like the manga on its own though.

Sorry, I sorta have a personal thing against teasing characters. ^^;; I don't consider teasing characters to be kind/sweet. The most teasing I can handle is on the level of Izark, from Kanata Kara. While he likes seeing her blush, he only "teases" her by giving her genuine praise or saying really sweet things (he even stops if she seems overly embarrassed). Basically, I don't like if only one character is having a laugh at the other's expense. I'm kinda sensitive to that stuff, so I keep having to reject all these suggestions. TT_TT Gotta figure out how to phrase my first post to be more specific...

The storytelling/humor in Watashi no Ookami-san isn't to my taste...It's probably just that the manga is so old that by now, I've already read too much similar styles that I subconsciously consider it cliche. D: Aaagh I hate when that happens...Choroize! Jigoku was strange, but cute. I liked it. Enya was a bit overly teasing, but overall sweet. I started reading Koori no Mamono no Monogatari a while back, but the scanlations stopped. Looks like they might be starting up again, so I'll keep an eye on it.

I've been rereading Cheese in the Trap, and Eun Taek somewhat fits what I want. He doesn't appear "evil", but he's sometimes seen by others as a thug due to his short/violent temper with certain jerks. Also, he's really, really, really sweet!
