What is the best way to translate a dialect or accent of the original language that is not the norm (e.g., Kansai-ben)?
Different country's English accent (e.g., Irish or Australian)
Different American regional accent (e.g., Southern)
Have the character use different slang (e.g., 'pops' instead of 'dad')

Basically any manga with sexy evil women who manipulate the events of the story and work behind the scenes. Can you people help me find such manga/anime characters.

As stated in the title, an example of such a woman is Queen Mother from the manga "Kingdom."

Divine Bells The protagonist's stepmother wants to be like that. She kinda fails though IMO, she's only a second rate villain compared to the main antagonist. But she does give the whole manipulative/evil female vibe. And a lot of the story focuses on court intrigue/politics so this might interest you.

One of the main characters is nice in the beginning but then suddenly begins to bully the other girl. She manipulates some guys by having sex with them... Don't know if you mean something like this tho

That women is a broken women. She basically abandoned her son and gives more importance to her sex clients. If it wasn't for his grandfather's aide he would of probably been a street rat and a thief now.
