I am not asking about the removal of a particular tag from a manga. What I mean is the removal of a tag from the "Categories" list completely thereby having all mangas with that tag having no mention about it.

"Mind control" is a tag that I distinctly remember having lots of manga under it but then one day all mangas with it had no more mention of it. Now I have created the tag again by putting "Noblesse" under it and also added it in "Code Geass".
Can the list of all mangas previously under it be recovered?

Yes, a category can be completely deleted.
Sometimes it merges into another.
It may be possible to recover what were under that tag, but not all the time ...
(An admin would have to let you know)
