The premise is based around people dying through murder or some sort of terrible circumstance. They are sent to an area where they are given 3 options.
1. Haunt the world forever as a ghost
2. Murder anyone a the cost of going to hell
3. Reincarnation
The main character was a female and it would examine the various people who would come meet her. Been wanting to reread this manga but can't think of the name.
