RPG with unlimited leveling for the player character

Could someone point me towards a RPG where you (the player character, NOT a party of characters) can max out everything. Where it is not necessary to pick and choose skills, where the PC can do everything without having to rely on a party, companions or something like that..
A good build in Fallout 3/New Vegas is capable of this. It is also possible in Skyrim with DLCs and Oblivion... (possibly the older Elder Scrolls, but I haven't played those in years, so I can't remember). Other than those I can't think of any right now.

There aren't that many open world RPG or games where you have any need to level up to the limit.

At least I can tell you the one with the worst leveling is probably Dragon's Dogma, where you get stats depending on the class you have when you level up, which is retarded.

Disgaea D2 has a near unlimited levelling system where stats can reach insane levels, it is reliant on parties at first but after a bit of power levelling you can say screw parties
but this is probably not what you are looking for so i'll have to say Brave Fencer Musashi for ps1, it is the only game i can think of where you can boost your stats independent of your level and doesn't have a party of characters

you mean something classless right? A game like Mabinogi or something were you can train any skill you want as long as long as your willing to invest the time to do so?

Threads of Fate for ps1 has a stat maxing system the requirement being lots of money
