What is the best way to translate a dialect or accent of the original language that is not the norm (e.g., Kansai-ben)?

Gate - Thus the JSDF Fought There! has an anime? Was this ever announced?
I just saw the first episode, and it had extra scenes that the first chapter failed to clarify.
Man, I just want to know if I'm the only one surprised that this had an anime.

Well, it’s been announced on every single anime news website, so...

We even have a summer season 2015 thread here where someone posted the schedule.
