It's a fanart by the artist called Sumi Keiichi. The description says "Kaleido Star" though I don't know how it's related to that series.

If it's Kaleido Star, then it's an anime here's some information, http://myanimelist.net/anime/427/Kaleido_Star but I don't recognize the girl....
