I just told you that it's a continuation of what happens after ("Told at last: Shin and Yankumi afterwards" );
this is technically the true ending of the manga. Also, I'm not sure what you mean by a 'relationship that will never solidify', as even though romance obviously wasn't a strong focus in Gokusen, this chapter was a nice touch to tie up all the developments that happened in the series between them. It's a little gift for Shinkumi fans.
I thought it'll be nice to tell fellow Gokusen fans that Shin and Yankumi
did end up together, but if you're misled by such a thing for some strange reason, then I'm sorry for that.
