This manga is scened at an all boys academy(i think). The dorm leaders are well liked by the students and are admired by all students. The uke is a first year and for the school festival(?), each dorm had to decorate their dorms. The uke had an idea of putting flowers(or lights) around the dorm. Then another student played the devils advocate and the uke was speechless. Then another student suggested an idea with lights(or flowers?) and the uke was quick to give up on his idea, which caused the dorm leader(?) to get angry. During the decoration the uke dozed off but somehow-- i don't remember how-- he put the lights and flower decoration together making it look really nice. So they finally finished decorating but one part of the wiring wasn't well tended which caused a fire. Other students were pretty angry and said things like "it's bringing disgrace to the dorm leader" or something.
-blah blah blah a littke while later-
The seme finally found out his feelings for the uke. On his way to the uke's room he saw the uke at someone else's(if i remember it was the uke's best friends) room looking as if they were kissing-- a huge misunderstanding. It actually turns out the uke was getting his forehead checked for a fever-- which he did have(?).
