the story was about some kid in a sci-fi setting. he lives in a slum and his best (or his only) friend is the local police officer. one day this officer is shot by two men. the boy is now framed with murder and put into (i think) ship to a prison island. during his trip the see a broadcast by the overseeing general, who happens to be the guy who shot his police friend.
