I don't know about similar to TLR, but just silly/absurd/odd type comedy? I'd suggest Avant-garde Yumeko, Choku!, Eensy-Weensy Monster, Honto no Kanojo, Hoozuki-san Chi no Aneki, Ichinensei ni Nacchattara, Kaibutsu Oujo, Kimi wa Midara na Boku no Joou, Nickelodeon, Poor Poor Lips, Saigo no Seihonnou to Suibakusen, Stop!! Hibari-kun!, The Voynich Hotel, Tokimeki Mononoke Jogakkou and Transfer Student Storm Bringer.

Yo no Na wa Zushio (aka My Name is Zushio) - exactly "over the top crazy comedy nonsense". It is very original, random and full of ridiculous characters and situations.
D-Frag! - another very good random comedy, not as over the top as Zushio though. Characters are quirky and likable, jokes are sometimes clever but can also be really silly, and the development is quite unpredictable.
Sakigake!! Cromartie Koukou (aka Cromartie High School) - also quite random and full of weird situations and characters. More episodic than the previous two mentioned titles.
And word of advice about these titles (or even such manga in general): don't try to marathon them. I've noticed many times that after a certain number of chapters in one session you kind off get used to their pace and jokes and subsequent chapters become less funny. So when/if you feel that hilarity starts to wear off, it's usually better to take a break and continue tomorrow.
