What I remember of it was that the main character was the strongest fighter of their area, and was challenged by a female rival who fought using femininity and such as a distraction.

After the fight, the rival confessed their feelings to the main character, who declines because they're actually a woman.

The one I'm remembering seems like it was two rival "mystery"-type, notorious street fighters that finally face off against each other, and it seems like they were both cross-dressing, the girl as a boy and the boy as a girl.........and I'd probably say the one I'm thinking of was a hentai that just happened to have that much story to it
