What is the best way to translate a dialect or accent of the original language that is not the norm (e.g., Kansai-ben)?
Different country's English accent (e.g., Irish or Australian)
Different American regional accent (e.g., Southern)

Title of a manga

I can't seem to remember the title. The manga starts off with a boy stealing people's wallets and stuff. Later on he meets an magicIan and starts living with him, The magician leaves for a while. A assasian character appears injured and the boy helps him out. The Assassin convinces the boy to travel with him and train.

This is pretty much what I remember if someone could help me out it be really appreciated.
