What is the best way to translate a dialect or accent of the original language that is not the norm (e.g., Kansai-ben)?
Different country's English accent (e.g., Irish or Australian)
Different American regional accent (e.g., Southern)

The only manga I can remember at the moment that has this is Golden Days. I know I have read others, but that is the only one I can remember. It tends to be more common in older shoujo.
