What is the best way to translate a dialect or accent of the original language that is not the norm (e.g., Kansai-ben)?
Different country's English accent (e.g., Irish or Australian)

I'm looking for this manga in which a boy has a time controlling demon sealed in his eye. I think he hunts other demons, but I'm not sure, I just can't remember the title and I would very much like to read it again!
