Thats why cartoons are sucking balls now. Other than that there are exceptionally few good cartoons out there.
The audience for most American cartoons is children under the age of 13. That means that the themes and language is going to be focused on that age group.
However, there are some pretty good contemporary American toons. Johnny Test comes to mind, as does The Batman and Teen Titans.
The animation styles are definitely changing too. Most are done on high grade animation software, such as Combustion or 3DS Max. So, while the overall image quality is better, it becomes lifeless in a way, unlike in Anime, where I believe(but could be mistaken) that they use more hand drawn cels and images.
Also, the main focus of American cartoons/animation is motion. Oftentimes, in Anime, motion is subservient to the overall aesthetics of the frame/scene.
