Hmm best shojo heroine...
Kiri Koshiba- Beauty Pop..she's probably the best heroine in all the mangas/manwhas i've ever read....
Dong-Young- Angel Diary...she was supposed to be a boy!
Mi-ha... Bring it On! She's funny and tough....
Mei Tachibana...Say "I Love You"(Suki tte Ii Na Yo) shes really cool so far (4 chapters)
Shuri Otokawa- Honey Bitter...she's cool too...
Risa....Lovely Complex
and i'm sure i've read other shojo mangas/manwhas w/ really cool heroines, but I can't remember....I just remembered 3 more...
Mii Serizawa....NG Life...
Sakura Mamiya...Kyoukai no Rinne....so ppl say she has no personality but I quite like her...

she's just so awesome and it seems like she doesn't care about anything at all lol.

I think the above characters are the best heroines since they are not weak-willed girls who only think about romance like the heroines in most shoujo manga.

Noda Megumi - Nodame Cantabile: easy-going but always the one who take the first move. People feel easy and relax when she is around, that's why she has no difficulty to make friends wherever she goes.
Sei - Kaze Hikaru: strong-willed, she is truly a heroin of Shingengumi
Hajime - Hajime-chan ga ichiban: absolutely romantic but still very calculative when it comes to money 
Arima - Otoyomegatari & Emma - Emma: capable women
Yuko - xxxholic: so mysterious and beautiful, but i love the leader in her and the way she leads Watanuki from the aloof student with no friend to the beloved student with friends he can really count on. Without her, the plot cannot move.
