I personally think that Asuna, regarding the age, is actually 16. In the Ala Rubra movie, it does NOT mention Asuna or the "Imperial Twilight Princess" as being the source of the world destroying power that Ala Rubra Fought against. I think Asuna is actually part of a different scheme altogether, one that happened AFTER the war. As to whether Asuna is releated to Negi....She is definitely NOT his sister, as when she was picked up by Nagi, Nagi did not seem to really know her. Asuna COULD be Negi's aunt, but....All of this is still conjecture anyway. If we want to know,We'll find out when Ken-san decides to write about it. I'm re-reading Negima for a third time, so i'll be able to support my hypothesis better at a later date, but for now, that's my theory regarding Asuna.
EDIT: Ah, I changed my mind. Y'all are right Asuna HAS to be technically older than 16, as she would have to exist in order for her to be used to bring down Ostia. However, I stand by the idea that Asuna is, if she IS related to him, Negi's Aunt.

In Rakan's summary of Asuna in chapter 220, he says that "Into the line of the royal family was born a child who bore a special power.....The Imperial Twilight Princess, the user of Magic Cancel."
This comment and the following summary of how her power was used to bring down Ostia proves that Asuna IS older than 16, technically, if not physically. (This COULD be due to the nature of the Magical world. People might actually age slower, or Asuna, with her special ability and all, might have some kind of reason she did not age initially.) And the quote also says "Born into the royal family" meaning that Asuna is royalty. Whether or not she is related to Arika has yet to be determined.
Also, in regards to Negi actually being Nagi, I certainly hope not. That completely ruins the entire goal of Negi's life. That would just sucks. I mean, "Oh wow, i'm my own father, the one I've been trying to find for 10 years straight! Yay!" just doesn't work. It'd be more like he'd wasted his entire life for almost nothing. that would make the ENTIRE manga end up in a tragedy. A tragedy? For a manga so funny as this? Yuck. I almost get nauseous just thinking about it. Well, we'll see how it ends. no point arguing now.
EDIT: I am completely certain that Asuna and Arika are sisters now. In chapter 231, page 3, the manga states Arika's last name as Enteofushia. In chapter 169, page 11, the manga states Asuna's last name as ALSO being Enteofushia. There is a possibility, though, that Asuna is not related entirely by blood to Arika, as the name given for Asuna in chapter 169 has two middle names (although she certainly could be entirely unrelated). It is a common custom, and has been for some time, that the maiden name of a woman who marries is put as a second middle name; her children's names do the same (if she has children). If Asuna has a different father than Arika, then that would make Asuna Arika's half sister. OR if Asuna was transferred over from a marriage before that, then Asuna might be entirely unrelated. Or Asuna could also be adopted. In any case, Asuna is Arika's sister, by blood or not. Also, I might point out that by whatever point in time Rakan's film takes place, Nagi and co. know of the existence of Asuna, which causes some questions about the flashback in chapter 169. Well, it's all speculation, so nothing will come of it. Just sit back, read, and enjoy the manga.

...that would make negi and asuna siblings, but i dont think she is negis mom...negi never wondered about his mom because his cousin took the mother-role...i think his mom was someone nagi married afterwards and she probably is dead.
