This should at least be limited to manga that have either been published in a magazine/had a volume published in 2008. Heck, the Tezuka (cultural) award is based on specific volumes, maybe it should just be limited to that, although there isn't an efficient way to search for that. In any case, I really think that series like the previously mentioned Uzumaki should be eliminated, otherwise there's no point to the "2008" in the title.
Anyway, I'll give the simpler ones I can think of.
Best New Series: Sekai no Owari to Yoakemae. Even with my limited command of Japanese, I can tell Asano's brilliance is still around in spades from reading my copy >_>.
If you feel that I don't have the right to make that statement, then give it to Amanchu! or Otoyomegatari.
Best New Oneshot: Akazukin to Yasashii Ookami.
Best Overall: Mushishi (last volume was published in August.)

for "MOST USELESS CHARACTER:" i would say Haruno Sakura from Naruto. i don't think she really did anything much in the series except for crying all the time. -.-

I'm not quite sure if this only includes manga that was first published in 2008. Like the Oscars or something  . And since personally I'm not familiar with the newer manga, I'll just assume all manga are eligible.

Just because I enjoy wasting time, here are my picks for all the categories listed plus one of my own. A lot of it is kinda repetitive.

WORST OVERALL MANGA: Naruto (as 2008 was the year I gave up on it; I realize there is probably worse stuff out there).

Best Overall manga as of 2008 for me is Vinland Saga. Oh how I love thee, and wish there was more releases..
Worst Overall manga as of 2008 for me is Air Gear. I couldn't understand half the fricking stuff that was going on. And I'm sure I saw plot holes, or something similar which pisses me off.
The best action manga as of 2008 for me is Akumetsu. God damn that guy is cool.
The best comedy manga as of 2008 for me is Bowling King. I hurt my jaw.
The best romance manga as of 2008 for me is Basara. Its not just the romance. Everything is great in this manga..
The best Shounen manga as of 2008 is One Piece. I can't really choose..
The best Seinen manga as of 2008 for me is Zipang. Oh gawd. The story is oh so wonderful.
The best Shoujo manga as of 2008 for me is My Heavenly Hockey Club. I can't think of many others.
Hands down the best new series is Double Arts. Still pisses me off that they ended rite when I was starting to love it.
All of My Name Is Zushio is pretty wtf?.
You may have meant all of them should be from 2008, but then I only know of Double Arts, and I don't want to be redundant and say Double Arts is the best of everything xD.

Why 2008? Do we have to give manga titles released in 2008 (I don't know when manga are released in UAS or Japan or elsewhere if that's what you mean), or manga I started reading in 2008? What about a very old manga like 20 years ago I just started reading this year? Could you be a bit specific about the choices?

Manga that are ongoing and newly launched, I think?
My list:
BEST ACTION SERIES: Mother Keeper
BEST COMEDY SERIES: I am not an expert as I don't usually read comedy manga. I can't say Tokimeki Mononoke Jogakkou, which I am picking, is a top comedy, but it has a few hilarious jokes you probably can't find in other manga.
BEST HORROR(one-shot): X Game
BEST ROMANCE: Maybe Kamiinu×Blood. I feel lots of hints. Don't blame me if it doesn't become romance.
BEST SHOUNEN: Maou - Juvenile Remix
BEST SEINEN: Ookiku Furikabutte
BEST JOSEI: Shin Petshop of Horrors (I don't even like the old one much)
BEST SHOUJO: Himitsu (Chose it because recent chapters are getting better)
BEST NEW SERIES: Sangatsu no Lion
CUTEST OVERALL CHARACTER: Miharu from Nabari no Ou
PRETTIEST OVERALL CHARACTER: almost all characters from Pandora Hearts and Zombie-Loan, and the main guys from Tetsuichi. I just like their drawing styles.

Alright, let's see... Well,considering I'm new to manga, I can't be entirely sure which manga is old news and what has just been newly created. So sadly I'll just have to go through and pick what I have read for nominations.
Best Overall Manga: Blood+ (Quite aware that this one wasn't made in 2008... But it is by far my favorite manga. Has been, and I believe it always will be. So I'll nominate it.)
Worst Overall Manga: Love Monster (Way too cliche.)
Best Horror Series: Higurashi no Naku Koro ni (Not only was it mysterious, and confusing, but full of lovable blood and gore. The art fools you into thinking it's like a cute shoujo manga, but it's so much more malicious.)
Best Romance: Boku no Hatsukoi wo Kimi ni Sasagu (Full of angst and romance. It's one of my addictions. Romance isn't romance unless it has that stab of angst.)
Well, there you have it. That's about all I have.
