Sekiya started drawing manga while in high school. After graduation he joined the newspaper publisher Shin Kitakyushu Shinbunsha and worked for their comics department.
He became popular with sports and comedy manga from the late 50's onwards and received the 9th Shogakukan manga award for Stop! Niichan and "Fight-sensei".
Sekiya died on February the 25th, 2008.
In 2012 the newly opened Kitakyushu Manga Museum dedicated a corner to him, reconstructing his workplace. Alongside they exhibit over 10.000 manuscript pages of his.
