Inoue was an assistant of Tezuka Osamu when he made his debut in 1959 with "Terebi Kozou" in Omoshiro Book. He also once an assistant to Kuwata Jiro.

He mainly drew manga adaptations of tv shows, with his biggest success being Yuusei Shounen Papy.

He died in August, 1986.
