Shota doesn't always mean underage it's basically same with Loli characters, guy that has petite body type. Most of the femboy character in Japanese media is shota at the same time there are several type of shota characters like lolis. Sometimes short characters and shota characters can be mix up with but you can make a distinction with that characters like Edward(just short)from full metal alchemist and Loki (shota)from matantei loki. And don't forget shota is justice.
