If you haven't heard of this manga yet, this is not hentai. The full translation to the title is really Ultimate!! Perverted Masked Man.

Plot / Story
After saving Aiko from some delinquents, Kyousuke falls in love with the her, enough to do anything for her, even risk his own life. It pretty much ends there for this story to be anything but normal. Through the course of saving Aiko from an actual dangerous situation, Kyousuke becomes Hentai Kamen, when he accidently puts woman's panties over his head. From there, he pummels the bad guys and saves the girl, though she's less then thrilled...

Characters
Every character worth mentioning besides Aiko is anything but average. You got your main character, Kyousuke, who turns into Hentai Kamen whenever he puts woman's panties over his head, a mom who's part-time job is being an S&M Mistress, a butler who's so protective of his mistress, he even punches a guy in the nuts with a very long stick and even more that I'll leave for you to discover as you read. The characters are definitely a gem of this series, giving you laugh out loud comedy in pretty much every chapter.

Drawing Style
Since this series was made in the 1991, the style is quite obvious from that time. It doesn't give the characters much shading like in some newer manga, and the overall appearance seems kind of old, but once you get into the series, you really don't notice it as much. Most of the characters are actually quite well drawn, looking more like humans then some manga printed at the same time. If anything, it definitely doesn't degrade the manga's quality as much as you might think. I might be so bold as to say it's style adds a bit to the comedy.

Enjoyment
Now, I'm going to say it outright. Some people just don't like this manga simple because it seems like the whole premise in some parts is kind of gay. However, if you have an open mind, you'll certainly enjoy this. There's no sex whatsoever, and it's full of comedy you just can't find in most manga. For me personally, and for people I've talk to that read this series, they absolutely love it, laughing crazily pretty much every time they read a chapter.

Overall
This manga is something unique. The comedy is different and well executed, and who could argue, the main character goes around fighting crime with woman's panties over his face, pulling off perverted attacks like "Perverted Technique! Inferno Bullet Train!" and "Burning Web of Justice!!" (You'll have to see the picture that goes with it to see why it's funny). And even after volume three, it still holds strong and provides lots of laughs. If you're unsure as to whether you'll like it, just read chapter one, by then you should know.
