Could be a official translator who downloaded raws privately as well. Could be a amateur translator who downloaded his material.

You're a little wrong with this letter. Distribution rules ain't limited to BL groups. Actually, as Terpsichore said, I rarely come across a BL group with these kind of rules.

That's a though question. I think your best bet is staying with mild BL where the characters just don't go any further, as sad as it is.

But a manga that excludes anal sex primary because both partners decide against it, is rare. Very rare. Mostly ...
