From MangaHelpers:
As Japan's population grows older and smaller, and as murder rates skyrocket, the Japanese government began to implement stricter laws against the worst criminals. With even the death penalty lacking the deterring force to stop the most violent criminals, Japan brought back to life a law from the 19th century: the Revenge law. This law allows victims and their related parties to employ a governmental special forces agency to capture and attack the murderer—by reenacting the exact same methods that the murderer used on the victim.

...but not even any good.
I can accept the concept of vengeance killing, however the world is ludicrously theatrical. Character and costume designs are too cheesy. Scenes and plots are so devoid of emotion and far removed from reality, for a manga that supposedly tackles such gritty, real-world crimes as rape and murder. I couldn't take it seriously one bit. I also kept thinking of the monster work, Freesia, that dwarfs this one by a long shot. Read Freesia if the concept of vengeance killings intrigues you, and save yourself the time wasted on this one.

A manga where criminals are institutionally punished in acts of revenge that are basically sanctioned crime. I'd be fine with this if the mangaka realized how messed up this idea is, but sadly, the theme is played completely straight.
The result is a work that glorifies torture and murder as appropriate reactions to being wronged. Disgusting.
