This manga has a LOT of different protagonists with their own separate stories.
Unfortunately the vast majority of them are neither particularly funny or meaningfully romantic.
A few of the stories have some solid comedy but they are few and far between.
Overall I'm pretty sure you'll be disappointed if you're here for either comedy or romance BUT if you want just the cataloguing of fictional stalkers and their daily life then it might work for you.

As per the title, these stories are actually very entertaining. If you're looking for romance, you'll be disappointed. So this manga is a collection of interlinked stories featuring, well, stalkers. It's actually a surprising read, since you'll see some twist. My personal fave stalker is the first girl~
