Description
From myobi:

China, early Song Dynasty.

The setting is an era of absolute corruption, when bribery, torture, and threats were the normal way of doing business in the government. Then comes forth a young, new Official - Houjou - who challenges the corruption. Gifted by the Emperor with three beheading devices, he is charged with bringing justice back to the courts.

Based on the historical figure of Justice Bao (Chinese reading of the name), who was said to be an incorruptible official, this is a light-hearted romp through ancient China as he and his assistants work against the corruption that has become the norm in the Imperial Courts.

The title translates rather literally to "Record of Northern Song Affairs" where "Northern Song" refers to the Chinese Dynasty of the time period. Though written in Japanese, the main character is (very loosely) based off of the actual historical figure of Justice Bao from Chinese History. The stories themselves have little to do with actual cases that Bao had, but they are nonetheless entertaining.
This series might make more sense if you realize that the figure of Bao in Chinese history is something on par with the fictional character of Sherlock Holmes, especially when you realize that Justices also hold a certain amount of political power in the system.
This is a shojou manga series, so expect to see some lighthearted humor and associated antics, as well as bishi men. Most of the chapters have at least a little humor in them, even when the chapter is serious.
The larger story arc has him in some way connected with spirits and a messenger of the heavens... I won't explain that further, but there is a mystic aspect that pops up in the plot and (at least early on) becomes a background driving plot point.

Interesting random note - Bao really did have a crescent moon shaped birth mark or scar on his forehead, it's not a Sailor Moon random ripoff. He's always depicted as having it, even in the historical monuments to his fame.
