Decent concepts let down by inconsistent writing and explanations

The world and story have potential, but the author has a rather hamfisted way of handling plot developments. At times characters will act in manners unbefitting of them (or heck, sometimes just disappear from scenes they are meant to be present for) or skills will operate inconsistently to move forward the plot how they want. This is especially bad in the case of the mc's power "World Creator", which despite its name is a completely unrelated power set. At times it will answer his questions, at times it's a visual analysis skill, and at times it's a skill-copying ability that allows him to use a diminished version of any ability he sees, passive or active. If these were all separate functions of World Creator that worked in tandem, it would make the story more consistent, but it doesn't seem to work that way. Certain skills he sees aren't copied for no evident reason. Certain things he sees can't be analyzed for no evident reason. When it would be convenient to ask a question about the world and get an answer, the skill just doesn't for no evident reason. It isn't written into the plot as an element where he just doesn't know how to use his skill yet either, the author seems to simply forget how some things work or arbitrarily add new functions as the plot demands. It's very frustrating when you want to understand an aspect of the world but the author themselves don't even seem sure of it.

I find it hard to give this a fair rating.

So as the title shows, not really sure how to rate this. I'll just throw out my reasons, but it boils down to being... okay? Maybe it's theoretically good? But I can't really tell, because it hits a lot of notes that really peeve me, and i know they're pet peeves, so I can't tell if I'm overrating it's faults and it's ok, or if I'm not overrating, and it really is just bad.
So anyway, I can't tell if this is just bad, or my personal pet peeves are keeping me from giving this a fair rating. Given the absolute flood of isekai fantasy stories out there, I'd rate this one as below average, but maybe it's just 'average' and I'm biased. *Shrug*

Spoiler (mouse over to view)
First off, the MC is an annoying wimpy character type, and he's also got this really shoujo-esque character design in face and eyes. So he's a total wimpy coward, who flips out and backs away from his childhood friend (who's a badass), then regrets it, despite it being far too late. THEN he awakens his memories of his last life... and remains a cowardly wimpy character. Constantly running away, trembling in fear, etc. So yeah, annoying character traits that could be written off as him just being a kid (kinda, the whole abandoning his childhood friend out of fear can't really be written off to me), but the fact that it continues after remembering past life just sours it even more.
The system is actually pretty interesting, though world building via those mechanics creates some plot holes to me. To be fair, they might be explained better in the LN, but as far as this adaptation is concerned there's a few minor issues. I do like the skill-orb premise though.
The side cast is pretty good, though only a few characters are given any development. If they do receive that treatment though, it's well done.
Plot is... nothing special. IN fact in some ways it's pretty bad. He's searching for his childhood friend... but she was stalking him for a long time? And then when the plot forces her out into the open, she... runs away and leaves him? Just seems like she was stuck around for some Deus ex Machina, then the author forced her to leave him so there would actually be a plot, despite the fact she could've revealed herself at anytime before the emergency and there woulnd't have been any issues.
Dunno, maybe it's another disconnect from the source material.

The start si with a fry original and unique lore. I found the discrimination against black haired and his weird relations with women a bit generic .There's a hard magic system that could perfectly fit in a a game, the author plays it out well so you don't get the feeling generic gaming systems give off.
I also liked how some characters act irrationally at times (like when the beast-man kill the elf guy) it makes secondary characters gain depth.
Lastly since I read the novel (v2 ch51) I must say the conclusion of the second ark is incredibly rushed it felt as if the author forgot to introduce some key stuff but wanted to move on into the next ark so he mashed it all and rushed the conclusion . Let's hope the adaptation doesn't have this flaw.
