Description
Chen Li works at Mo City, he works there every day with no hope of being seen in the future… until one night. Chen Li obtains a special ability, an ability to buy “Time” and “Lifespan” from people, sell “Time” and “Lifespan” and also let things speed up “Time leap” and slow down “exhaustion time”. Read till chapter 63 as of this review

I'll summarize the early start,
the MC's attitude shifts in a heartbeat.
he's tired, disillusioned by the unfairness of the world till snap he realizes he can see people's time remaining and his whole personality instantly shifts to be calm collected and calculating,
There is no limitation shown to him just taking away a random person's lifespan but he decides to make a whole contract like structure around it even tho he doesn't need to at all.
But it isnt even resulting from some kind of morals, hell, morals are never even mentioned in the first place leaving me pretty confused why exactly

maybe just cause it makes for a cool setting?
i guess.

Its just weird like the protag was waiting for the one opportunity to strike and he was already sitting prepared to switch up his whole life and personality on a dime. reminds me of another series i read just recently but i cant recall the name, maybe iron ladies?

Later chapters update:
So, his power apparently does have limitations in the form that he does need consent to get people's lifespan from them. This fact is not explained in the manga but it is present in the novel, The manga translator mentions this in TL notes.
The contract and all is just a way for him to quantify that consent.

Other than that the rest of my comment still stand,
Think of it like eminence in the shadows that he wants to (from the very start) make this mega organization with him at the top that secretly controls the whole world.

Then comes up with 3 set of values which are kinda just cringe, these '3 values' are ofc the usual, promote humanity, technology and protect environment.

Except, unlike eminence in the shadows, this MC is not self aware and is not acting out a role, he genuinely believes in what he's doing.

It could have been very amusing if the author was just a bit more self aware and the MC instead of having contracts as a part of his power, if it was just a magic trick that he spent effort learning to appear mysterious and to make his act more convincing. And him spending effort to give false history to this organization/club he literally set up just now. A very much missed opportunity not having such details in the story which would give it character and life.

For the point the other commenter Joese brought up. Im not sure where he gets that people would be trying to kill/ blackmail him. If they have the slightest understanding of his power (and they do because he demonstrates it to them at the first meeting) they would realize he has the capability to speed up time for himself / for others, he essentially can live in a different plane, stopping time for everyone else and just running and killing everyone, Not to mention that he CAN see his own lifespan and will be able to tell if there's any changes to it. He's invincible right from the start, you literally can't go against him, theres no one who dares to do so after knowing the extent of powers he has.

TLDR: its fine, if you want something similar but way better, try eminence in the shadows, but this isnt too bad if just a bit bland.

Even thought I love mangas with time related powers, this one is poorly done. There are many other series with the same premise executed better. After death note, this trope got quite popular. But this MC has 0 curiosity about the power, which is way too easy to use. I mean, he poorly exploits the life exchange and barely uses his almost unlimited time control.

What's worse is the poor excuses for new characters to remain loyal given how arrogant he is and his poor stoic attitude. Everyone would be trying to kill/blackmail him into giving them life. Even though letting someone dying live another year would be profitable, for the second exchange none would be satisfied with what he gives. I can't say it's terrible, but your suspension of belief must be high to keep reading this one.
